's ineffective or not a good use of funds? >> the president and the administration have proposed 30-40 programs for elimination because of a lack of evidence on impact. and some of those have been successful, some of those haven't. this is an example worsens when the full-time members, i should note some of those are but some of those are small programs that were critically or three years ago i kept getting funded because of history. i don't even know the names of all those but those are the kind of programs where they don't have evidence of success that should be eliminated. not a all of those have been eliminate by some have. he has also established the principle that actually funding things based on performance. i think the invest in innovation fund which is a signature initiative is a hallmark ever to say let's debate but let's define that to those things that significant evidence and result -- let's find what works and expand the. >> we are big supporters of investing in innovation fund and a number of things that are attracted. working in combination in partnership with school district th

talking about the middle east. you used the words leading from behind. mitt romney used it at least once in the speech. the speech was an attempt to say, this is what barack obama has done. here is what i would do. it was tonal more than specific. it was more we need to be bigger, more aggressive whether it's iran or another syria. it was broadly philosophically we need a stronger, more muscular approach. >> on several points he's critical on iran because he would have opposed the initial attempt to open up towards iran and thinks the president didn't go far enough at all in supporting the green revolution of students in iran in june of 2009. the response from the obama team is that the iranian leaders, the reform leaders, student revolutionaries were saying, don't be too overt. it will have a backlash effect. that can be e debated. on sanctions they are criticizing the failure to go tougher though the president arguably did better than george bush in getting russia and china to permit tougher sanctions. they are focused on the sanctions the treasury department opposed. those on the cent

who speaks to the u.s. ambassador on this question -- still the calculation is providing support from the united states into the rebels' hands at this time would have a very uncertain outcome. we are working very hard with the rebel forces, and clearly, as the president said, assad's days are over. they will eventually come to an end. we need to be ready to provide as much support to the moderate forces as we can in the interim. i do want to, if i can, just say one thing about the comments about iran, which is also very related to this serious issue. he does set up the strawman about the sanctions on iran and the 20 countries that have gotten off the hook. i think it is interesting to note that this is where the facts really do matter. the iran sanctions act is the critical piece of legislation that the congress passed in the 1990's to punish iran and those who support its petroleum sector. zero companies were sanctioned by the bush administration under the iran sanctions act in eight years. 0. when the president came into office, he very aggressively moved on the sanctions using exis
